Website analytics without a cookie banner: measure in a privacy-friendly way

Many small businesses want to know whether their website works, but do not want to annoy visitors with a cookie banner. Privacy-friendly analytics are possible when the setup is deliberately lean: less user tracking, more practical decisions.

Cookie banners interrupt the first visit and often make statistics incomplete. Visitors reject, leave annoyed or block tracking anyway.

Small companies usually do not need user profiles or remarketing lists. They need answers to simpler questions: where traffic comes from, which pages are read and which contact paths work. Cookieless tools such as Plausible or carefully configured Matomo often cover that need.

In Germany, § 25 TDDDG matters for cookies and similar access to user devices. If information is stored or read on the device, prior consent is often required. Therefore the technical setup matters more than a sentence in the privacy policy.

A banner-free analytics setup should not set tracking cookies, use Local Storage for recognition or create persistent identifiers. Plausible uses no cookies, no personal data and no permanent identifier; unique visits are estimated with a daily changing hash. The privacy policy should still name and explain the analytics service.

  • no analytics cookies or Local Storage
  • no recognition across days or websites
  • EU hosting or checked processing
  • clear privacy policy
  • regular checks for hidden third-party scripts

What can Plausible measure for small businesses?

Plausible is intentionally simple: visitors, pageviews, sources, device types, countries, entry pages and goals. For a local service business, that is often enough.

Define three to five goals before installing analytics: phone click, contact form, email click, booking start or download. Managed websites at bezahlbare-webseite.de start from 79 euros per month; SEO reporting can be added from 69 euros.

  • visitors and pageviews
  • traffic sources
  • popular pages and entry pages
  • goals such as form, call or booking
  • UTM campaigns for flyers, QR codes and ads

What are the limits of cookieless analytics?

Cookieless analytics do not replace a full advertising tracking system. Without a persistent identifier, returning visitors, multi-day journeys and remarketing lists are limited by design.

For many SMEs that is acceptable. If you see 500 visits on a service page but only 20 visits on the contact page, the action is clear: improve offer, trust and calls to action. You do not need to follow people for weeks to learn that.

How should goals and campaigns be set up?

Most setups fail because goals are unclear. Name valuable actions precisely: a phone click should be called “Phone enquiry”, not just “Click”. Forms should count after successful submission.

UTM parameters help with campaigns. A flyer QR code can use utm_source=flyer and utm_campaign=spring. If Google Ads, Meta Ads, remarketing or conversion imports are involved, consent management and Google Consent Mode may become necessary again.

  • define up to five main goals
  • track phone, email, forms and booking separately
  • use a success event for forms
  • name UTM links consistently
  • review monthly and change the website accordingly

Plausible, Matomo or Google Analytics: which fits best?

Plausible fits when you want simple statistics without banner complexity. Matomo can also be privacy-friendly, but it is more flexible and therefore easier to misconfigure. Google Analytics 4 is powerful for Ads and e-commerce, but usually needs a consent setup.

For local service providers, the practical order is often: start lean with Plausible or Matomo, define goals, review monthly. If ads from 149 euros per month or a shop module are added later, the measurement concept can grow.

Which privacy tasks remain?

Even without a banner, privacy is not done. The privacy policy should state the tool, data, purpose and retention. If a provider is used, the data processing agreement should be checked.

A yearly check is sensible: open the site in incognito mode, check whether cookies are set, compare the privacy policy, test goals and remove old scripts. This keeps analytics lean and clean.
